Paedomorphism (Child-form)
(1) Failure by a system—an organism, person or society—to mature, leaving it childish, although some attributes (such as size) may have achieved the adult state.
(2) The infantilising of society by a government which does not believe that people are capable of the thought or action needed for the collective benefit unless placed under constant supervision.
(3) The shedding of the elaborations accumulated by a mature system—hence, a form of kaikaku, enabling it to renew itself, achieving the flexibility and invention needed to cope with new conditions in new ways.P1
